Financial considerations for treatment marshes are comprised of several factors. Financial benefits of a marsh project are certainly considerable, but very hard to quantify monetarily. Most marsh projects require a topographic survey. In some cases, there may be a concern for regional use of the groundwater as a potable water supply. The treatment marsh might be viewed as a possible source of contamination if partially-treated water entered into the unprotected drinking water aquifer and moved to the wells that withdraw potable water. Source waters from municipal treatment facilities often require pumping for transfer to the treatment marsh site. Hydraulic control of wetlands is generally provided through distribution piping and water level control structures. The economic functions provided by wetlands are derived from, but separate from, their ecological and physical functions. Although the economic structure of other countries differs from that in the United States, the cost components and methods of cost estimation remain the same.
