ABSTRACT

This chapter presents the broad policy context, which includes the policy framework, the primary issues for consideration, the main strategies for implementation, and finally constraints for the implementation. In 1990, the Convention on the Rights of the Child put forward a range of proposals that aimed to ensure children’s civil, political, economic, social and cultural rights. Housing was included as one of the focal elements of the proposals. Based on the aforementioned initiatives, the issues of children’s rights related to their habitat were included both in the Declaration of the World Assembly of Cities and Local Authorities in Istanbul and the Istanbul Declaration on Human Settlements. The survival of a child is firstly related to ante-natal circumstances. The well-being of a child depends not only on security of survival, but also on her/his sound insertion into society. The insertion of a child into society is a dynamic process, and her/his roles are constantly changing.
