ABSTRACT
The previous chapter outlined the reasons why the initial child protection conference developed a pivotal role in the child protection system and the context within which this took place. This chapter discusses the issues raised with regard to the nature of moral judgments, conflicts of rights and the related issue of power and justice. It is suggested that the complexity and nature of these issues create contradictory demands and ambiguous tasks for practitioners.
