ABSTRACT
This chapter describes the organisation Bilbao Metropoli-30 and the strategic plan designed for the region, followed by an analysis of Bilbao Metropoli-30. It deals with a description and an analysis of the activities of Bilbao Ria-2000. With regard to the Bilbao region, there are four governmental layers: the Spanish Government, the Basque Government, the County Government municipalities. Bilbao Metropoli-30 was set up in 1993 as a public-private partnership to accompany the revitalisation process of Metropolitan Bilbao. One achievement of Bilbao Metropoli-30 is its help in attracting the European Software Institute. The deep economic crisis of the metropolitan region of Bilbao was a great stimulus for regional collaboration. Every actor concerned understood the necessity of an intimate partnership to relieve the socio-economic misery. Bilbao Metropoli-30 was set up as a public-private partnership to guide and support the revitalisation of the metropolitan region of Bilbao.
