ABSTRACT

The significant policy we devised and launched was a public–private partnership we branded Partnership Schools for Liberia (PSL), which saw the government partnering with eight education providers to manage a small group of public schools. PSL is a public–private partnership aimed at testing new models for improving Liberia’s public schools. Even though PSL was far from the only initiative we launched, it sucked up a lot of the oxygen and overshadowed the rest of our agenda in part because communication was an afterthought rather than an integrated part of our process from the beginning. On the international front, with the fiscal constraints we faced we needed to seek outside donors who provided the millions of dollars required for the innovative PSL program. When evaluating a policy’s impact, it is essential to carefully select a measurement and evaluation framework, ensuring that it is designed to provide all the insights needed to make informed decisions.
