ABSTRACT

Based on self-reports, no more than 10% of the variance in human behavior can be predicted (Zell and Krizan, 2014). Rejecting self-reports, based on a narrow range of the physical activities of users (e.g., mobile phone calls, etc.), Barabasi (2012) found that human behavior is stable. Our overarching goal is to review the context of proactive cyber-defenses. We believe the best defense hinges on improved theory that includes both subjective and physical human behavior. Further, the focus on independent individuals has led to overly simple models; instead, introducing interdependence shifts the focus to teams, how they disarm illusions to understand the context, and to how teams produce superior decisions, including cyber-defenses. We begin with subjective data followed by physical data.
