ABSTRACT

This chapter describes the Corridors of Freedoms (CoFs), the intentions, plans and programmes, drawn largely from City of Johannesburg (CoJ) documents, presentations and public statements. The framing offers some historical context and surfaces the grand ambition of the proposed programme. The chapter draws on a number of interviews with key informants and community members from affected areas. The investment into the CoFs incorporated inputs from almost all of the CoJ's departments as well as the municipal-owned entities that supplied power and water. Since the CoF was a project initiated by the Mayor as one of his flagship interventions, the planning departments and agencies were given the authority and budget to push ahead as quickly as possible, and garner support where necessary. A positive and entirely unexpected outcome was that "it has brought a lot of people and attracted a lot of tourism. People want to see what's happening in the community" to spaces that were previously no-go areas.
