ABSTRACT
Most urban areas want and like the label of Smart City, but often the impression is that the concept of a Smart City is only a digital or technological city and sometimes sustainable, but what does a Smart City really mean? A Smart City development is a question of “how” not “what”; a Smart City development is a question of “when” not “if”.
