ABSTRACT

The first difficulty in communication arose between the Schools Council and the Keele Consultative Committee. The schools actively interpret communications from projects. Any project team sensitive to communication from the schools comes under conflicting pressures. The Schools Council also favoured more teacher representation on the advisory committee than was originally proposed at Keele. The Schools Council is anxious to avoid the bureaucratization of innovation which would give power to its officers. At Schools Council, on the advisory committee and on the project team there was turnover of crucial personnel at an early stage. The team was to be linked to the schools through the coordinators, and to the local authorities, the teacher organizations and the Schools Council through the advisory committee. The original proposals for the Integrated Studies project were made by the Director of the Institute of Education at Keele and the project headquarters was housed in the university.
