ABSTRACT

The new Lithuanian Republic tries to preserve national traditions and principles in its education system whilst at the same time introducing the changes based on the experiences of other countries. Many of the problems they encounter in other countries, have to be recognised in Lithuania, there are no statistics about the number of students with disabilities participating in higher education. The Lithuanian Republic has rather an outdated system of education and rehabilitation for people with special educational needs, especially for those with visual impairments. The situation in Lithuania with regard to the education of children who are deaf or hard-of-hearing is one of transition. Students at the Pedagogical Institute can specialise in teaching of children with a range of disabilities and learning difficulties. Despite all the signs of progress, Lithuania continues to lack a coherent approach to policy and provision for students with disabilities in higher education.
