Pastoral systems had been regarded as necessary for administration, discipline, and crisis response rather than for the systematic planning of the welfare of all individuals. D. Hamblin emphasises that there are a number of distortions of the pastoral care system. "A visitor to a school, who had no knowledge of education might still suspect that the pastoral care system was malfunctioning. A look at the underlying historical influences affecting pastoral care can help to place current concepts into context and give a clearer understanding of them. Since the late 1960s there has been increasing trend to heal this so-called pastoral/academic split as pastoral staff have become more and more involved in the curriculum. The tutorial programme would take those parts of the pastoral curriculum which it had been agreed in the individual school should go to the tutors. The pastoral curriculum encompasses, therefore, more than work done in tutorial time and/or personal and social education lessons.
