On December 14, 2017, the Federal Communications Commission (FCC) voted to eliminate the 2015 order of network neutrality, led by Chairman Ajit Pai. Congressman Doyle remained the face of Congressional action in the following months, providing updates through press conferences, digital media and his official House website. Alison Powell and Alissa Cooper showed that network neutrality had successfully transformed from solely a technology issue to one that was distinctly "political," particularly in the United States. Politicians, particularly political representatives, are critical to decisions about network neutrality. Digital dialogic communication requires organizations listen to constituents before making policy decisions or formulating official messages. This digital dialogic communication is a way for organizations and political leaders to gauge public opinion, particularly as the public responds to specific political actions. Digital dialogic communication can help leaders construct policies and messages that will incur positive public opinion.
