ABSTRACT

On June 11, 2018, the Federal Communications Commission officially eliminated network neutrality policies despite ongoing Congressional attempts to stop the repeal. In politics, media discourses are important because they hold the potential to shape political ideas, support or dissent. For citizens, news publications can break down complicated issues and demonstrate how politics are relevant for everyday life. Although on the surface, news publications seem like spaces for one-way communication, there are many spaces where a dialogic communication is observed and encouraged. Digital spaces, such as the comments section of online news publications, provide opportunity for dialogue to take place. Participants include readers, journalists, online editors and even politicians attempting to engage the public. This chapter looks at comments sections and alternative journalism practices for further evidence of dialogic communication within the network neutrality debate. Newspaper headlines can be defined as "relevance optimizers" that require both reporting and editorial staff to understand what their readers want to read.
