ABSTRACT

'Innovation' like 'postsecondary education' can be used as an intoxicating slogan in discussions about the future of education, and when the two are mixed together the result is a very potent drink that can unsettle the judgement of even normally sober men. 'Reform' can have a similar effect: it is often used as a panacea slogan that promises a blanket solution to present problems but too often only hides their complexity. 'Flood' would be a better word than 'currents' to describe the growing interest in the reform of higher education or its replacement by the wider idea of postsecondary education. Education Beyond High School is the third statewide plan for the development of postsecondary education produced by the New York Regents. During its enquiry the Ontario Commission on Postsecondary Education published a statement of issues as a starting point for an informed debate.
