ABSTRACT

This chapter examines the alternative strategies for the development of postsecondary education. For instance, perhaps the simplest analysis of the alternative futures for postsecondary education would be in terms of the two dichotomies: quality and equality, freedom and responsibility. In practice there seem to be two contrasting perceptions of the nature of postsecondary education – as an alternative or rival to traditional higher education, and as a natural growth or evolution of existing patterns of education beyond the secondary school. The existence of the private sector of higher education, and of postsecondary education, must modify any policy of uniformity. There would seem to be considerable scope with the American system of postsecondary education for the development of part-time education. Looking at the range of institutions in American postsecondary education, it is difficult not to conclude that some parts of the system could be better organised.
