ABSTRACT

This chapter discusses the general process of the new integrated buffer planning (IBP) model, including a summary overview of the rationale for its development and promotion, its general principles and structure. The IBP model is based upon the following: key principles of sustainable development; key issues of integrated landscape/ecosystem planning and management; key principles of good planning; and effective aspects of existing practice-based approaches to buffer planning. Several principles of sustainable development underpin the development and implementation of the IBP. The buffer planning process effectively involves the local community and other key stakeholders. The IBP should always be considered in the context of the wider planning framework, ensuring that the development of a physical buffer plan takes place within a socio-economic, legislative, administrative and political framework. The IBP identifies limitations within the planning process that may affect the final form of the buffer plan, and highlights potential opportunities that may enhance the implementation process.
