ABSTRACT

India and Pakistan tried to separate the contents of the Short Term Agreement (STA) from the future system for textiles, highlighting their different character when considering that "The Long Term Agreement (LTA) is without doubt more serious and must be treated from a more basic and fundamental point of view". In doing so they were looking for a new special system which would encourage the LTA to adapt itself more to the needs of developing countries, offering solutions not only for trade but also for the development and financing of the cotton textiles sector. A special agreement such as the STA/LTA for protecting the coming into effect of the General Agreement on Tariffs and trade system included the possibility of parallel regulations for especially sensitive areas. A consensus was reached therefore regarding the need to restrict textile exports; the differences resided in the type of restrictions which would result more conveniently for each exporter.
