ABSTRACT

It is difficult to talk about international relations today for more than a few minutes without at least raising the issue of globalization. (The other unavoidable issue, terrorism, is the subject of the next chapter.) What are the implications of globalization for human rights? We will focus on the web of interconnected processes that challenge the political, economic, and cultural primacy of the state, which, as we have seen, has principal responsibility for implementing human rights. Is globalization undermining the enforcement of human rights?
