ABSTRACT

The guide encompasses a three-phase framework that effectively addresses all gaps and barriers youth encounter in the journey toward educational success. Phase 1 is designed to address county level barriers. These barriers can range from lack of communication of multiple agencies, formal information sharing, and formal processes when planning for education for court-involved youth. In phase 2, the framework includes possible position responsibilities for the Child Welfare Education Liaison or other school point of contact and the roles that other professionals play within an individual case. Included in phase 3 are sample documents such as an educational intake form, enrollment checklist, transition summary, and numerous other documents that can be used in the field. The new direct service positions can tailor these documents to work within the new system most effectively.
