ABSTRACT

Autonomous European community (EC) acts in the field of external relations have the same internal legal effects as EC acts in other fields. The EC has express powers in a limited number of areas. It has autonomous powers to establish a common external tariff and a common commercial policy. Every time a third State national enters the European Union (EU) that national has to comply with EU laws. Activities instigated by parties outside the EU are subject to the jurisdiction of Community law if 'implemented' within the EU. Individual European states carry historical baggage which makes them distrusted in states such as Iran and Iraq; collectively, they represent more of a new beginning, and their claim to neutrality carries more weight. The first form of external power the European Community has autonomous powers. One of the motivations behind the establishment of the European Coal and Steel Community was to take the means of producing the weapons of war out of the hands of the Member States.
