ABSTRACT

Entrepreneur Service (ES) is an innovative project involved at all levels between the central government and the local entrepreneur. A growing sense for the need to activate local resources through entrepreneurship has been under way for several years in Norway. Small and medium enterprise -policies and local entrepreneurship is therefore increasingly seen as a strategic matter of priority. The ES-project leader has proved to be a good choice and has played the most important role in the whole system. Promoting entrepreneurship can be approached from basically two different angles: type of business or locality. The locality-based interest in entrepreneurship is different in the sense that forces for securing the locality to be a good place to live in, usually overrides the interests of each of the sectors. The advisor was asked by the project initiator to take part in the recruiting process to establish the project team and to serve as a professional, academic advisor to the project.
