ABSTRACT

"Amaldi Conferences" has by become known for meetings of academies on scientific questions of political relevance. Supporting the scientific community in the former Soviet Union is already a contribution to international security in a wider sense. This chapter suggests that, in parallel to the preparations for the next Amaldi Conference on problems of arms control and military security in the narrower sense - including questions of nuclear weapons, chemical and biological weapons, arms trade and non-proliferation, verification and conversion an international fact-finding commission be set up to study possible contributions of academies and scientific societies to the solution of problems of security in a wider sense. Academies and scientific societies are able to contribute, because of their technical expertise, to the discussion of security questions, and that this is respectable and should be supported. Certainly Edoardo Amaldi would have supported the idea of looking at international security in a wider context.
