ABSTRACT

Parties to the conflict must be made to agree to settle their differences by bringing their cases to an International Court of Justice, and by recognizing as binding the judgements passed by this Court. The best solution for conflicts threatening to get out of control and turn violent would be, of course, to remove the enemy images on which a beginning feud is based. In the presence of the conflicting interests and of the problems of our time, there is no alternative but war and destruction to the creation of effective international institutions entitled to make enforceable decisions. Climate changes, destruction of the ozone layer, extinction of species of animals and plants, floods, droughts and hunger are forebodings of future catastrophes that are likely to happen unless the course of events is altered drastically. The prevention of armed conflicts could be based on a combination of Dr. Vamik Volkan's three-group method with a definition of urgent joint goals.
