ABSTRACT
The distribution of capital ownership between Estonians and non-Estonians was one of those research results about which the author initially had great expectations. The distribution of capital ownership would give a distinct answer to the question: who are the new owners in Estonia after privatization has been carried out? In the case of dwellings, registration does not take place electronically but manually. Within the framework of the dissertation it has been practically impossible to collect information from all municipal authorities in Estonia. According to the survey which was conducted in June 1993, i.e. before the privatization of dwellings started, 59% of non-Estonians in Tallinn and 54% of non-Estonians in Ida-Virumaa, but only 36% of the Estonians in the whole country, wished to buy dwellings with all of their national capital vouchers.
