ABSTRACT

The accident investigation process is an international process. Many International Civil Aviation Organization (ICAO) states do not necessarily have similar autonomies for accident investigation, especially when a state views an accident as a potential criminal event from the onset. There are numerous annexes to the treaty, but the one that provides international requirements for air accident and incident investigation is Annex 13. Under ICAO Annex 13 the state of occurrence is in charge of the investigation. The employees of each part of the aviation industry of a state need to familiarize themselves with the investigation process in their country so as not to jeopardize their position on the investigation team or do something that would compromise their state’s position on that team. There are a few investigation boards in the world who get involved assisting in international accident investigation at the request of other countries due to any one of a number of reasons.
