ABSTRACT

This chapter analyzes the Decision-Making Process (DMP) in Brazil related to the GATT and its position towards the issue of services. It explains DMP related to international trade policies, with an emphasis on the roles of different ministries. The chapter assesses the impact of other domestic factors, such as the role of Parliament, which might have affected Brazil’s perception of the GATT. It describes the two mental frame-works which prevailed at the Ministry of Foreign Affairs related to the GATT. The chapter explores the structure of Itamaraty during the Sarney government and the role of its related departments and divisions in the DMP. It presents an idea of the DMP at Itamaraty in action. The chapter also describes Brazil’s position concerning the issue of services. It discusses Brazil’s actions related to the formation of alliancees in order to support its views against the inclusion of services in the GATT.
