ABSTRACT

This chapter aims to analyze the development and final position of Brazil in the Uruguay Round. It focuses on the evolution of Brazil’s position in services in the Uruguay Round, concentrating on Itamaraty’s view of the process. The chapter focuses on the evolution of the US position during the negotiations. When the technical discussions started, the US realized that its ambition of a complete and immediate liberalization of services was not possible. The chapter describes how the US and Brazilian positions began to converge after the arrival of Ricupero. It explores to Brazil’s final position, in particular with respect to the proposal submitted by the Director-General of the GATT, Arthur Dunkel, the Draft Final Act. The chapter demonstrates how Brazil influenced the outcome of the process. It also aims to make a comparison between Brazil’s final position on tariffs and agriculture, with its initial position on the same issues.
