ABSTRACT

This conclusion presents some closing thoughts on the concepts covered in the preceding chapters of this book. The book proposes that Brazil had an aversion to the GATT until the 1980s. It discusses the Decision Making Process (DMP) at Itamaraty. The book shows that the DMP of Itamaraty is highly hierarchical, though it is very decentralized as well. It describes the evolution of Brazil’s position in the Uruguay Round. The book outlines the development of the negotiations from the Brazilian, Indian and the US perspectives. It summarizes the launching of the Uruguay Round at Punta del Este. The book suggests that the influence of middle powers is not limited to Developed Countries (DCs), but also applies to Less DCs, such as Brazil. It explores Brazil’s position in the GATT, it placed more emphasis on the role played by Itamaraty.
