ABSTRACT

The creation of the Philippine Population Program was a response to a call to decentralize the administration of health development projects in the Philippines in order to respond to the urgent need to reach mothers and children in the rural areas. The process aspect of the Popcorn’s program’s decentralization effort was emphasized in the 1980s in response to the recommendation of the Special Committee to Review the Philippine Population Program. Popcorn’s non-governmental organization partner in the project was the Family Planning Organization of the Philippines. This organization was the result of a 1969 merger between the Family Planning Association of the Philippines and the Planned Parenthood Movement in the Philippines. The traditional perception of Philippine governmental health care providers was that Philippine non-governmental organizations were competitors in rural health care delivery. The Mindanao Schistosomiasis project’s organizational orientation was centralized compared to the decentralized projects developed by a large majority of non-governmental organizations and a number of governmental organizations.
