Product safety regulation in the United Kingdom is fairly well developed. In the regulatory field the United Kingdom was one of the first countries to recognise the need for general legislation to establish the framework for consumer safety regulation when it enacted the Consumer Protection Act 1961. The Home Accident Surveillance System (HASS) collects data on home accidents and the Leisure Accident Surveillance System (LASS) is concerned with accidents involving outdoor products. The British Standards Institution (BSI) is one of the world's oldest standards organisations. BSI is run by a board, but it essentially has two wings – one dealing with its standardisation function, the other with its commercial activities.
