ABSTRACT

This chapter argues that literacy has been wiped out due to ill-advised policies of successive governments and can only be revived by bringing community back to centre stage. Education for All in Pakistan is now a common goal of the government, civil society, the development community and international lending institutions. Pakistan has made little progress in achieving the Millennium Development Goal for education. Policy failure in the management of schools is reflected in the form of ghost schools, ghost teachers, the low quality of education and the dilapidated condition of physical facilities, hand pumps, classrooms and toilets. To deal with the problem of ghost schools and teachers, federal and provincial governments introduced the concept of the school management committees and parents teachers associations. Achieving the target of quality universal education is not about demanding rights or seeking funds for globally set targets; it is about building bridges on the ground.
