ABSTRACT
State of emergency or emergency is the occurrence of any hazard manifestation. Risk factors emerge from the virtual to the real world, generating damages and losses. Emergency management system is the set of instruments that the organization uses to plan, operate, and control their activities to control emergencies. Principles, policy, guidelines, objectives, strategies, methodology, programs, and organizational systems are management instruments. Leadership must establish the policy for the emergency management system. Any hazardous event for people, environment or properties must be the most important event at the time and receive all attention and resources of the organization. The loss of containment of an aggressive agent is the central element of an emergency. However, the emergency covers the related causes and effects. Emergency control includes detection, mobilization, and intervention. Intervention includes the restoration of containment, combat, and defense.
