ABSTRACT

The development of human society is usually a continuous process following a regular pattern in a predictable manner. The rate of scientific discovery is faster today than ever before, and the time lag between a scientific breakthrough and its technological applications has also shortened considerably. And knowledge, particularly scientific and technological knowledge, is no longer just one factor in development but rather a major force. The emergence of knowledge as a major force in development marks another significant change in the course of history and an opportunity for the Third World. There are many reasons for providing strong support for university research and education in the basic sciences, both in the North and the South. The basic sciences provide many of the concepts, instruments, and methods of science and technology. These ideas and tools are indispensable in the process that leads from fundamental research to applied research, to experimental development work, and to practical applications in industry and other sectors.
