ABSTRACT

Developing and maintaining banks of examinations in the personnel licensing departments of aviation regulatory authorities, or in the training departments of airline flight operations, is one of the many headaches that human resource developers have to deal with. The Computer-Based Aviation Licensing and Examination System is a suite of computer programs designed to enable the creation, administration and evaluation of a bank of valid and reliable test items. The decision to use computer technology in this project was based on financial, instructional and security considerations. Computer files sent either by modem or floppy disk offered a greater degree of security, particularly if the files were encrypted. A computer-based lesson, lasting about one to two hours was designed to provide a clear understanding of the basic principles of item creation. A major concern for students sitting computer-based tests was that they should not be in any way disadvantaged, particularly in comparison with paper-based tests.
