ABSTRACT

This chapter describes the Swedish organisation of the railways and the reforms related to railway competition. It also describes evolution of transport policy issues and regulations related to the Swedish railway sector. This is a rather thorough exposition of how the system of today came into existence. The chapter then presents the resulting legislative and regulatory framework. The actual current organisation of the railways is described at the national and regional levels, including descriptions of important events, that is entry of new operators, and effects caused by the reforms. In order to be able to go into more detail, the chapter illustrates one case study on regionalisation and the introduction of competitive tendering for regional railway services. The chapter ends with overall findings and conclusions, and focuses on passenger services, but freight services are sometimes brought up in order to promote clarity.
