ABSTRACT

This chapter aims to propose an approach for the integrated and sustainable management of estuaries and coasts in Ireland. It explores the need for sustainable management, particularly in relation to fragmented governance. There are clear benefits to using integrated environmental management (IEM) as a potential approach towards the sustainable management of estuaries and coasts. A transition perspective recognises the need for a system-wide approach in dealing with persistent problems, which may be required in addition to an IEM managerial approach for estuarine and coastal management in Ireland. Three key elements of transition theory are particularly relevant in this context: multi-level perspective (MLP), the multi-stage concept and transition management. The chapter concludes by recommending an 'Integration Transition Pathway' based on the key concept of transition management as a more viable means of facilitating integrated management within short-, medium- and long-term governance change.
