ABSTRACT

This chapter focuses on measurements that assist in the active management of the project by using repetitive assessments that evaluate the progress against the baselines and technical parameters that have been set. It describes the way that measuring provides evidence throughout a system’s life cycle about the planned and actual status and outcomes. The chapter discusses the types of measurements available and provides process steps in implementing each of the measurements. It explains how to report measurement outcomes and presents a case study to help put the concepts from real-life examples. Measurements serve a multitude of roles in a project. When applied appropriately and consistently, they provide timely insight into progress and trends and help detect issues while assisting in the understanding of root causes. Choosing measurements that will provide the most meaningful information for early warning, verification, and validation activities is both an art and a science.
