ABSTRACT

In an intentional opposition, the project European Spatial Development Perspective represents the so-called classical comprehensive approach. The process between promoting integration across the eastern borders and extending the territory to Central Europe can be compared to a walking tour on a narrow ridge. The enormous diversity of political-administrative structures is part of the diversity of political cultures - as it comes out very well in the project of the Commission named Compendium, which deals with a description and analysis of the Spatial Planning Systems of the member countries. In a public meeting of the Austrian Conference on Regional Planning in January 1995, 1 made a recommendation that the Austrian government should promote the concept of such a new institution within the European Union, and that the City of Vienna should apply for candidature. There are already a considerable number of appropriate research and scientific institutions that could serve as a base in Vienna.
