ABSTRACT
1. The Secretary of State has asked us to give some thought to the implications of the removal of the Wall (your minute of 23 January). 1 I submit a paper on this. It has been cleared with Posts, and with interested departments in London. The Secretary of State may wish to see it before he meets Mr Fischer, the GDR Foreign Minister, in Vienna on Monday.
