ABSTRACT
1. The changes taking place in Eastern Europe are of great importance for the UK and for all other Western countries. These changes present us with challenges and opportunities, I would argue, historic opportunities. There is a certain amount that we can do by way of political encouragement, advice, and gestures; but if we are to do more, we will need to spend some money.
