ABSTRACT

Between 1983 and 2016, Independent Office of Evaluation (IOE) conducted more than 420 evaluations at the country, corporate, thematic and project levels. According to the literature, at least four types of influential evaluations can be distinguished, based on their use: instrumental, conceptual, informative, and strategic. In 2002, an External Review of the Results and Impact of International Fund for Agricultural Development (IFAD) Operations took a broad look at IFAD's impact and played an essential role in the evolution of the evaluation function. The United Republic of Tanzania Country Portfolio Evaluation played a major role in sparking the enhancement of IFAD's operating model, in particular by underscoring the need for IFAD to establish a more permanent country presence. The Independent External Evaluation of IFAD (IEE) was the first evaluation of its kind conducted since the Fund began operations in 1978.
