ABSTRACT

Procurement is important function which should be started during early stages of project implementation. Similar to other project strategies, the procurement strategy is the base plan, tailor made to incorporate the project requirements and the market conditions relevant to supply of equipment and materials. Procurement procedure is prepared in the beginning of a project in line with the procurement strategy. An inquiry package is a set of documents that describe the requirements of a supply, both technically and commercially, while giving instructions to bidders on how to bid. Inquiries can then be issued in line with the procurement schedule, with more assurance that the planned number of bids will be obtained. General purchasing conditions set forth the applicable general liabilities of both the seller and the purchaser for a possible order placement subsequent to bidding.
