A contractor should testify that all the moneys due to the contractor under the contract have been duly received. Back-charges fall under the category of payments; they are payments from contractor to owner for matters like damages, penalties, reimbursement of costs borne by owner out of contractor's fault and the like. Bank guarantees must be null and void and their original copy must have been returned by owner to contractor. The techno-administrative close out certificate has the purpose to put an end to the contract management between the parties. Many companies have procedures and databases in their procurement and contracting system to provide feedback about suppliers and contractors. For an industrial facility project, a contract is a control tool that dictates owner's requirements including liabilities of the contractor against the owner. In many companies, a contract cannot be declared as closed unless and until these requirements have been satisfied.
