ABSTRACT
The project development stage corresponds to the faster rising section in the middle of the project progress curve. For process plant projects, project development commences practically with the issue of piping and instrumentation diagrams and the process data sheets for equipment and instrumentation. Construction discipline starts functioning at the home office before the construction site is opened. Procurement is a function that starts during early stages of project development and goes hand in hand with the engineering progress. Construction contracting follows techniques which are very similar to the ones used in purchasing. If construction contracting is managed by an engineering contractor working on an Engineering-Procurement-Construction or Engineering-Procurement-Construction management basis for the project, then the term becomes construction subcontracting, and the selected construction company is called a subcontractor. Health, safety, and environment have long been a matter of attention along the industrialization of the societies and have been under increasing level of care by laws and regulations.
