ABSTRACT

Free trade implementation of the Agreement has gone beyond carrying out a World Trade Organization (WTO) trade deal – it is more about the morality of the world trading system. The WTO self-assessment tool (TN/TF/W/143), which was designed to assist Members in diagnosing the gaps between their status quo and the draft consolidated negotiating text of the TFA, already made reference to these respects when the negotiations were going on. In implementing the TFA, all the relevant government agencies should be kept in the loop, preferably under the roof of the National Committee on Trade Facilitation. A Member – no matter if it is a developed country Member, a developing country Member or a Least developing country Member – shall get its money's worth for implementing the TFA, in light of the generous dividends that trade facilitation brings to both the business community and the government itself.
