Under the unemployment insurance scheme benefit is paid at a fixed rate to a limited class of insured people. The Unemployment Assistance Board relieves the actual need that arises out of unemployment, and is, too, restricted in scope, providing mainly for those who for one reason or another have no right to insurance benefit. Although the Ministry of Labour is responsible for the administration of unemployment insurance, the duty of suggesting what changes should be made in rates of benefit and contribution, and also in other conditions, is in the hands of an independent committee called the Unemployment Insurance Statutory Committee.
