ABSTRACT

The Unemployment Insurance Statutory Committee consists of a chairman and either four, five or six other members, of which at least one is a woman. No member of the Committee may be in the House of Commons. The duties of the Statutory Committee are to "give advice and assistance to the Minister in connection with the discharge of his duties"; to report at least once annually on the financial condition of the Unemployment Fund, including the separate Agricultural Account; to make recommendations for the amendment of the provisions of the Act if in the opinion of the Committee the Fund is "likely to become, and is likely to continue to be, insufficient to discharge its liabilities"; and to estimate the cost of any proposed amendments. This chapter shows how the Unemployment Fund debt grew between 1922 and 1931.
