The business of the House was a proposal to change the date of grouse shooting from 1st to 14th September! It was not until the First World War that the idea of family allowances for children was taken up in earnest by the Family Endowment Society. On the other hand, a means test was rejected for family allowances but it was accepted in tax allowances since children with personal income over 115 a year benefit less or do not benefit at all. Dependent children are defined in a similar way provided they are within the age limits for family allowances purposes. The Assistance Board felt that as the cost of the maintenance for a child at subsistence level calculated by Beveridge and others varied according to age, assistance allowances for children should continue to be graded as they were before 1948.
