ABSTRACT

The Department for Children, Schools and Families reported that 8,680 children and young people were permanently excluded in 2006–2007. Exclusion seems the only solution to the persistent disruptive behaviour of these children for whom schools have exhausted all strategies. In September 2003, the government published its Green Paper, Every Child Matters. It was published alongside the report by Lord Laming into the death of Victoria Climbie, who was tortured and murdered by her carers. Informants formulated their own purposes, based on their understanding of the key features of the case, apparent from their interview. They pursued these purposes alongside the assessment process. A major contribution of Common Assessment Framework (CAF) has been the renewed emphasis on evidence based assessment. The use of CAF would promote high quality evidence-based referrals between universal, targeted, and specialist agencies, a common language, and the sharing of information with informed consent.
