ABSTRACT

In the 1957 conference, conference management was in the hands of the staff group. As members of the staff group they have to accept a collective responsibility for the whole conference, but the more they become absorbed in their own specialist roles, the more they regard the conference from the specialist's point of view. The leadership of the staff group and the management of the conference are, therefore, subjects for study at the conference. The need for some officer of the staff group to be free to take an overall view of what was happening in the conference without immersion in small-group activities had been reaffirmed. In 1959 and 1960 both chairman and programme director had taken part in small-group events.
